SF to Require Public TVs to Display Captions?
Editor: The folks in San Francisco are considering a new ordinance that
would require public television sets to display captions all the time!
Here's a brief summary from one of the ordinance's proponents.

San Francisco is poised to offer major access to deaf and hard of
hearing citizens and tourists with ground breaking legislation requiring
"that television receivers located in any part of a facility open to the
general public have closed captioning activated at all times when the
facility is open and the television receiver is in use."
Individuals and family members who depend upon captioning as a vital
link to their communities recognize the significance of having a
measurable degree of the same communication access as hearing persons
while engaging in social activities and performing business transactions.
On May 15, 2008 the San Francisco Board of Supervisor's City Operations
and Neighborhood Services Committee will hear final testimony from the
public on this captioning ordinance file number 071331 starting at 1:00 pm
