The Awakening HOH Community

Editor: We are delighted to be able to share an article that appeared
in the summer edition of the SHHH Californian. Written by Grace Tiessen,
"The Awakening HOH Community" addresses the services provided by
the California agencies that serve the DeafAndHardOfHearing. The state of
California provides these agencies almost six million dollars a year to
provide services to the DeafAndHardOfHearing. This article examines how
that money is spent.
I've taken the liberty of deleting detailed information on the eight
regional centers. It's of interest to Californians, but probably not to

for each of us to do one thing this year to improve accessibility for HOH

THE AWAKENING HOH COMMUNITY
ODA spends $5.8 Million a Year
But very few services go to the HOH
This report describes the Office of Deaf Access (ODA) and the services
and support given to hoh people.
The ODA is a government funded agency of the California Department of
Social Services, and supports a network of offices and paid staff covering
the entire state of California and gives money and services to deaf people
almost exclusively.
The long term trend is toward fewer and fewer deaf people, due to
testing the hearing of infants at birth, early intervention, advances in
technology for hearing aids and the growing use of cochlear implants
(CIs). At the same time, the number of hard of hearing people is growing
rapidly due to an aging population (a shift in the demographics towards
more people over age 50), a noisy environment, young people listening to
loud music and the growing implantation of CIs.
Does the declining number of deaf people and the growing number of hard
of hearing people threaten the survival of agencies that fail to provide
services for the hard of hearing community? Why did schools for the deaf
close in Massachusetts, Nebraska, North Carolina and Wyoming? Does the ODA
need to change course and begin hiring qualified hard of hearing people to
provide services to the hard of hearing community?
Some basic statistics:
- [There are approximately] 3,500,000 people in California who are hard of
hearing or deaf
- 1.5% of these or 52,500 Californians are culturally Deaf, and use sign
language only
- The ODA spends $5.8 million dollars a year. When justifying the numbers
of qualifying residents, the numbers always reflect both the Deaf and the
hard of hearing populations. Most of these funds are spent for services
for the culturally Deaf.
- There are 8 ODA regions and 20 outreach centers, providing services to
152,000 hard of hearing or deaf persons in CA.
- We have an opportunity to request more equitable distribution of our tax
money for hard of hearing people.
We have an opportunity to do the following:
- Ask the ODA for captioning, especially for large events of over 200
people. Ask them why there is always [an interpreter] and never a
captioner at these events. (Remind them of the demographics listed above).
- Use your SHHH organization to represent the needs of hard of hearing
people, by asking for captioning, help with paying for captioning,
printing your newsletter, publicity, providing assistive listening
devices, like FM and Infrared and providing training on how to use them.
- Of the 9 ODA websites, only three mention captioning. Unless we ask for
it, they don't know we need it!
- Of the 8 ODA regions, only two have Outreach persons on staff to serve
non-signing hard of hearing people. Try to get your Region to create a
paid position of a hard of hearing Outreach person to support nonsigning
hard of hearing people and cochlear implantees.
Teach the ODA about the needs of hard of hearing people:
- HOH people consider themselves as living in the hearing world. They
socialize with hearing people, and get most services from hearing
agencies.
- Accessibility for hard of hearing people means technology: Captioning,
Assistive listening devices, FM, Infrared, Loop, Email
- Most hard of hearing people don't know sign language
The ODA in Fresno (DHHSC) is leading the way, and is a model region for
ODA. (Congratulations to Rosemary Diaz, Susan Coulter and Lynn Toschi!).

- They have the only full time paid staff member in California (Susan
Coulter, a hard of hearing SHHH member), whose job is to develop programs
to support non-signing hard of hearing people and cochlear implantees.
- DHHSC received a grant from the city of Fresno for a Living with Hearing
Loss program. Lynn Toschi, (a hard of hearing SHHH member) was hired part
time to assist Susan in meeting the needs of hard of hearing clients.
- They supply the meeting room for the Fresno SHHH chapter, and Susan
Coulter is the President.
- They present an excellent one-year "Living with Hearing Loss"
series.
- They provide publicity for the SHHH meeting in Fresno.
- They provide an FM Loop and Real-Time Captioning for this meeting.
- They recognize hard of hearing people in the name of their agency, Deaf
and Hard of Hearing Service Center.
Several ODA regions have done a few things, but we need to ask for
more:
- DHHSC (Fresno) and NorCal (Sacramento) have Outreach Counselors (hard of
hearing SHHH members) on staff to develop programs for non-signing hard of
hearing people and cochlear implantees.
- GLAD (Los Angeles) pays for captioning at the San Fernando Valley
Chapter meeting.
- DCARA (San Leandro) has generously given money for captioning.
- DCARA is developing remote on line captioning.
- DHHSC in Fresno, CODIE in Riverside and NorCal in Sacramento sponsor an
SHHH chapter and pay for some captioning.
So where do we go to find our local ODA region, and ask for help? ODA
is part of the California Department of Social Services.

- Article 2: SHHH Convention: Friday Plenary Session

Editor: We weren't able to attend the SHHH Convention this year, but we
have several great reports from reporter extraordinaire Cheryl Heppner
that we'll be sharing over the next several issues. Thanks to her and NVRC
for allowing us to bring you these reports.

Steve Largent, President and CEO of CTIA-The Wireless Association gave
an introduction thanking Federal Communications (FCC) Commissioner Michael
J. Copps for his work with the wireless community. Largent said that he
was a strong believer in telecommunication services for all, and
recognized Brenda Battat for her leadership in this area.
Terry Portis presented Commissioner Copps with a Telecommunications
Access Award for transforming the lives of people with hearing loss. Since
his appointment to the FCC, Commissioner Copps has championed our causes,
he said.
Commissioner Copps told the audience that he loves the SHHH slogan
"opening the world of communication" and wishes that it could be
carved in stone over the entrance of the FCC. Some of the topics he
touched on:
- Each and every citizen of this great country should have the keys to
the future; this kind of access is a civil right.
- SHHH has worked heroically against public misunderstanding to change
hearts, minds and laws to educate a nation about the price it pays when it
neglects the talents of 28 million people.
- The Americans with Disabilities Act celebrates its 15th anniversary
and was the foundation for Section 255, requiring access to
telecommunications products and services as well as Section 713 requiring
captioning of television programming.
- "Functional equivalency" is an inelegant term that means
equal rights and a fuller participation.
- The FCC has been part of some progress: 1991 with Telecommunications
Relay Service rules, since updated 1997 with TV captioning rules,
including visual information in emergencies 1999 with Section 255 of the
Telecommunications Act 2003 with modification of the exemption of wireless
phones from hearing aid compatibility
- Brenda Battat has been an able representative of SHHH; it is in no
small part because of her work that hearing aid compatibility is being
accomplished and that phones will be labeled, including in stores (the
compliments to Brenda brought a standing ovation).
- It's a hollow celebration of the ADA unless we redirect to new
visions and goals.
- There are challenges in education and outreach that still remain, as
well as economic challenges.
- The Internet revolution is coming, and we will learn and play -- and
possibly even govern -- differently than we have in the past. How do we
harness this to get access? Those who get access to these new technologies
will win and we need to be right alongside everyone else. We need to
insist on getting these new technologies and not settle for less.
- How do we get there? The FCC should investigate and enforce.
Investigate requiring labeling of mobile phone in stores operated
independently -- SHHH members should send in comments on how they feel
about this.
- Telecommunications Relay Service policies need to advance so they
include the great new services on the horizon such as the captioned
telephone and payment for the second line. Having both voice and text can
be vital on the job.
- Broadband and IP relay should offer more opportunities for voice and
text. It would be good to see FCC dialogue with equipment manufacturers
and VOIP providers to harness these for our use and include us early on in
the design process. Brenda Battat, Claude Stout of TDI have been
instrumental in this, and Steve Largent of CTIA has been a champion of
this cause.
- The policies for closed captioning should be reviewed as we approach
our deadline and warnings about emergency information are also important.
The groups involved in the caption quality petition are to be commended.
- The FCC needs to do more and better outreach. If we don't know about
procedures, we can't comment on them. The Consumer Advisory Council has 9
representatives with disability interests, but it was a disappointment
when the name was changed years ago from its focus on disability. Removing
disability from the name sent an unfortunate message and he favors a focus
exclusively on disability issues.
- An FCC goal should be to reach out to people and organizations who
are stakeholders and who don't have the time and money to subscribe to the
Daily Digest. Most can't afford that kind of representation. The FCC's
role isn't to sit in their offices with green eye shades but to seek our
input.
- The U.S. Supreme Court, earlier this week, ruled on "Brand
X" with a definition of what is a telecommunication service and what
is an information service. The court decision appears to give a green
light for more services to be classified as information services. If that
happens, it could mean an extraordinary setback for us. We need to make
sure that the lawyers' gains in DC don't deny us opportunities and access.
The FCC will really need our input.
- Public/private partnerships are partly their job and partly ours. He
is a true believer in this kind of partnership -- government, industry and
stakeholders working together as much as possible. It can be informal
meetings and sharing. This is how we built America's infrastructure, its
roads and bridges and canals.
- His daughter-in-law, Katie Copps, has worked with students who have
hearing disabilities since high school and for the past two years at River
School in DC. She also tries to reach beyond her students. Recently she
talked to a group of Eagle Scouts and mesmerized them with her information
about life for people with hearing loss. Katie understands solutions go
beyond laws and regulations and that solutions mean all of us.
-- We'll get it done because a lot of other people are beginning to
care. What made our country work is not the Declaration of Independence
but the interdependence of all of us.

2006 IADES FELLOWSHIP AWARD
The International Alumnae of Delta Epsilon Sorority (IADES), an alumnae
sorority of Gallaudet University, Washington, D.C., is a firm believer in
encouraging deaf women to achieve greater academic success in obtaining
their doctoral degrees.
Since 1989, IADES has been granting one annual fellowship award to a
qualified deaf woman pursuing a Ph.D. degree.
The 2006 IADES Fellowship Award is $1200, which is intended for tuition
costs only during the 2006 spring academic year, and which will be payable
to the recipient's college or university in January.
Eligibility is determined on the basis of the doctoral applicant's
attainment of:
A. 12 or more credits and
B. GPA of 3.0 (or better).
The application process will require the following documents:
1. the IADES Fellowship Award application form, completely filled out;
2. official transcripts of your M.A. and Ph.D. records;
3. a recent copy of your audiogram, or a letter from a certified
audiologist, doctor, or other appropriate professional verifying your
hearing loss;
4. two letters of recommendation:
a) one from your advisor or professor in your doctoral program
b) one from your current employer or from a deaf leader who knows you
well, both professionally and socially
All submitted documents will be kept strictly confidential by the
Committee.

Exempt Position
This twelve-month Outreach Program Director position reports to the
Superintendent and is responsible for coordinating outreach activities to
serve deaf and hard-of-hearing students throughout the State of
Washington. The individual appointed to this position must be willing to

SALARY RANGE: $70,000 - 76,000 per year, depending on experience and
qualifications.
PRIMARY DUTIES (including but not limited to):
- Coordinate a full range of educational planning services and activities
for deaf and hard-of-hearing students located in school districts
throughout the state.
- Supervise and evaluate outreach department staff which includes school
psychologists, speech and language pathologists, audiologist, early
childhood specialists, communication specialists and more.
- Consult with teachers, school staff, parents and school district
personnel to ensure appropriate learning experiences and attend IEP
meetings.
- Analyze functional behavioral analysis, behavioral programs and plans.
Participate in the admissions process.
- Develop and implement behavioral intervention plans, safety plans and
educational programs in collaboration with outreach staff and school
personnel to support positive learning environments for students in the
classroom.
- Provide case management support.
- Improve professional competence through participation through staff
development activities.
- Design and conduct training modules.
- Other responsibilities as assigned by Superintendent.
KNOWLEDGE AND ABILITIES:
- Knowledge of principles, techniques, and methods of developing and
implementing behavioral support plans.
- Knowledge of the unique educational needs of deaf and hard-of-hearing
students.
- Knowledge of Special Education laws, grant writing, and contracting of
services.
- Ability to communicate effectively with teachers, school staff, parents,
school district personnel and deaf and hard-of-hearing students.
- Ability to use technology effectively.
- Sound personal and professional judgment and ability to work with little
or no direct supervision.
BASIC REQUIREMENTS:
- Possession of a Master's Degree
- Ability to obtain Washington state certification as a School
Administrator.
- Previous experience with distance learning methods and techniques.
- Fluency in American Sign Language and in written English.
- Desirable qualifications include three years experience as a school
administrator and prior experience working with deaf and hard-of-hearing
students.
- This position requires travel throughout the state of Washington.
CONDITIONS OF EMPLOYMENT:
- Background inquiries of convictions and pending criminal charges shall
be completed on applicants prior to the appointment to positions at the
Washington School for the Deaf. Information obtained from background
inquiries will not necessarily preclude employment but will be considered
in determining the applicant's character, suitability and competence to
perform in the position applied for and may result in a denial of
employment. Applicants will be required to sign a release authorizing the
background inquiry. Failure to do so may disqualify the applicant from
employment.

General Information: The Department of Social Work seeks candidates for
a full-time, ll-month, tenure track position for the 2005-2006 academic

possess a terminal degree; applicants who lack a terminal degree may apply

Qualifications: Candidates for pre-tenure track must have an MSW
degree, five years experience as a school social worker, and must be

social work or a closely related field, as well as five years experience
as a school social worker. Candidates should possess knowledge and ability
to work with diverse groups. Candidates should provide evidence of
teaching at the University level, professional activity, and have
experience in teaching and curriculum development. Applicants must either
be fluent in ASL or must be willing to develop sign communication skills
in accordance with the Gallaudet University Faculty Guidelines.
Responsibilities: Candidates should expect to coordinate and continue
the development of the School Social Work specialization; teach designated
courses related to the Specialization; collaborate with the National
Mission Demonstration Program at the Clerc Center in the development of
training materials to support the social/emotional well-being of deaf
children; fulfill department expectations for scholarship and service.
Tenure track faculty are also expected to participate actively in
University, school and departmental activities; develop curricula, develop
and write grant proposals; perform research activities, publish regularly,
and develop student research activities.
